Luke Yellow Robe
FOUNDER / LEAD CONSULTANT
Luke Yellow Robe is an enrolled member of the Rosebud Sioux Tribe and a nationally recognized Qualified Expert Witness (QEW) under the Indian Child Welfare Act (ICWA). With over four decades of public service dedicated to Native children and families, Luke brings unmatched experience, cultural insight, and legal fluency to every case he supports.
Raised on the Rosebud Reservation, Luke’s understanding of tribal life is lived, not learned. After graduating from Jamestown College with a degree in Secondary Education, he served more than a decade in law enforcement in Rapid City, South Dakota—focusing on child protection and youth engagement. He later became the Cultural Relations Director at Children’s Home Society, where he helped shape programs and services for Native youth from every South Dakota reservation.
Since 2006, Luke has led Yellow Robe Consulting, providing expert testimony, affidavit preparation, case consulting, and training for agencies and courts across the United States. He has been qualified as an ICWA expert in over 40 counties spanning eight states, and is frequently called upon to interpret tribal child-rearing practices, assess active efforts, and provide culturally grounded recommendations in child welfare cases.
Fluent in Lakota and Dakota, Luke is not only a bridge between legal systems and tribal communities—he is a tireless advocate for the preservation of Native identity through family, culture, and connection. He is also a graduate of the FBI National Academy and serves on numerous community and philanthropic boards, including the South Dakota Community Foundation and Dakota Wesleyan University.
At the heart of Luke’s work is a singular mission: to protect the rights of Native children by honoring their stories, their families, and their nations.

Amanda Yellow Robe Buffo
ICWA CONSULTANT / POSITIVE INDIAN PARENTING INSTRUCTOR / GUARDIAN AD LITEM
Amanda Yellow Robe Buffo is an enrolled member of the Rosebud Sioux Tribe and a dedicated advocate for Native children and families. She brings a wealth of experience to her role at Yellow Robe Consulting, where she supports ICWA cases through culturally grounded education, advocacy, and direct service.
Amanda is a certified Positive Indian Parenting (PIP) Instructor through the National Indian Child Welfare Association (NICWA), offering classes rooted in traditional Lakota child-rearing values and community-based healing. In addition to her work as an ICWA consultant, she serves as a Guardian Ad Litem for the Oglala Sioux Tribe, representing the best interests of Native children in tribal court proceedings. She is also a certified CASA (Court Appointed Special Advocate) volunteer with the Seventh Circuit CASA Program, where she advocates for the safety and well-being of children in the foster care system.
Her work bridges legal systems and cultural traditions, ensuring that Native families receive respectful, informed, and supportive care. Through her leadership and advocacy, Amanda continues to champion the protection, empowerment, and cultural preservation of Indigenous children across South Dakota and beyond.

Brittany Yellow Robe
ICWA SUPPORT CONSULTANT /
FAMILY ADVOCATEBrittany Yellow Robe is an enrolled member of the Rosebud Sioux Tribe and a committed advocate for Native youth and families. With experience in both state child welfare systems and culturally responsive community outreach, Brittany brings a compassionate and grounded perspective to every case she supports.
She holds a Bachelor of Science in Human Services from Montana State University Billings, where she was named Intern of the Year in 2023. Brittany’s professional background includes service as a Permanency Planning Specialist with the Oklahoma Department of Human Services (DHS), where she worked directly with children and families navigating complex legal and emotional systems. Her work has also included supporting Native students and families in the Billings Public School District through culturally responsive programming, community referrals, and academic engagement.
Brittany is a certified Positive Indian Parenting (PIP) instructor and QPR-certified in suicide prevention. She currently volunteers with Yellowstone CASA, advocating for Native children in the foster care system. Her previous internships with CASA and Big Brothers Big Sisters have further shaped her commitment to creating safe, empowering environments for Native youth.
Through her work with Yellow Robe Consulting, Brittany supports ICWA compliance, family advocacy, and cultural education—helping to ensure that Native children remain connected to their families, communities, and traditions.

Lindsay Masquat-Yellow Robe
MENTAL HEALTH THERAPIST / ICWA CONSULTANT
Lindsay Masquat Yellow Robe is a dedicated mental health therapist and social worker with deep experience in serving Native communities across clinical, educational, and legal settings. As an enrolled member of the Absentee Shawnee Tribe, Lindsay brings both lived experience and clinical expertise to her work, blending trauma-informed care with culturally grounded advocacy.
She holds a Master of Social Work from Walla Walla University and a Bachelor of Social Work from Oglala Lakota College, where she graduated summa cum laude. Lindsay currently serves as a therapist with the Absentee Shawnee Tribe at the Little Axe Health Center, and previously worked with the Billings Urban Indian Health and Wellness Center, where she helped integrate Native cultural practices into therapeutic and ICWA court settings. She also served as a Permanency Specialist and Child Protection Specialist with Montana’s Department of Public Health and Human Services, focusing on active efforts and ICWA compliance.
In addition to her clinical work, Lindsay has coordinated EAP (Employee Assistance Program) services across multiple cities in Montana and has delivered behavioral health training in both in-person and virtual settings. Her career reflects a commitment to Indigenous healing, systems reform, and family reunification.
Through her role with Yellow Robe Consulting, Lindsay supports ICWA cases through cultural education, mental health consultation, and advocacy—ensuring that Native children and families are seen, supported, and respected throughout the child welfare process.

William Buffo
ICWA CONSULTANT / LAKOTA LANGUAGE EDUCATOR / CURRICULUM DEVELOPER
William Buffo is an experienced ICWA consultant and Indigenous language educator dedicated to supporting Native communities through culturally grounded education, policy advocacy, and legal coordination. As a team member at Yellow Robe Consulting, William brings a unique blend of expertise in language revitalization, tribal law, and cross-system collaboration to the field of Indian Child Welfare.
An educator certified by the South Dakota Department of Education, William holds a Master of Indigenous Language Education from First Nations University of Canada, along with a B.A. in Lakota Studies and an A.A. in Tribal Law from Oglala Lakota College. His work spans K–12 and higher education, where he has taught and designed Lakota language curriculum, led culturally responsive instruction, and mentored Indigenous students across multiple institutions.
William also supports ICWA cases through affidavit preparation, agency training, and case coordination—working closely with legal teams, tribal representatives, and county agencies to ensure compliance with ICWA while honoring tribal sovereignty and family connection. His experience includes service as a Lakota interpreter, language consultant for federal preservation initiatives, and legal translator for culturally sensitive materials.
In all his work, William is committed to advancing the rights of Native children and strengthening the intergenerational bonds that sustain language, culture, and identity.
